League Expansion

Hey All,
I want to open up a quick discussion about league expansion. While we have filled the openings for the Blazers and the Cavs, I know a few other folks have mentioned they have people lined up.
I'd love to get more GMs in here to drive participation, but doing so would require the league to expand. We have a blueprint for an expansion draft from when Chad took over the Bobcats that seemed to work pretty well, but if anyone (especially someone that was here during that process) has any alternate ideas or problems with the method we used (teams must expose a number of players based on how many contracts they have on their team/you can pay the expansion team points to NOT take your player/expansion draft occurs), let's hear them.
I also want to independently research what options we have for a league with an odd number of teams. Uneven conferences are the default (we've done it before with 29 teams), but I'm wondering if a 3 division league with 9 teams in each division would work, because that would interest me. If it does work, I'll let y'all know.
Finally, and most importantly...how would we decide who gets to take over an expansion team?
* I'd have great hesitation letting a brand new person take over an expansion team since it's something that I think requires experience and a proven track record of participation.
* If multiple people want the expansion team (and we have people to take over their teams), how do we decide who gets it? Highest points bidder? Only folks who find a replacement GM for their team?
