Most seasons, free-for-all free agency happens on an in-game date that will allow players to be traded December 15th. This year it happened super late in-game (October 19th) so 60 days won't pass until December 17th. Also, the real NBA rules say that off-season acquisitions, regardless of when they signed, are able to be traded December 15th.
That is the rule we are going with here as well. FFA signings can be traded after Sim 3 (ends December 15th). Note some other trades already processed were FFA signings as well and were processed for the same reason.
