I have discussed with the other higher ups of the league and we have a proposal for restoring broken legs. We went back and forth and came up with these simple rules to where it wouldn't be too easy to restore the ratings for a GM but also not too difficult to where the GM may feel like their plan for building their team around a certain player is ruined. We also wanted to find a way to make sure that even if you decide to restore the ratings, that player will still have an uphill battle to reaching their potentials.

Below are the rules we came up with:
If a player suffers a broken leg at any point in the season, the GM has the ability to restore that player's POTENTIAL ratings to pre-broken leg ratings (similar to TC insurance)
1. Cost to restore potential ratings to pre-broken leg ratings will be 40 points for players of all ages. (it costs more than it does to pay for a player's potential to go from B to A. This will be restoring multiple potentials so this seems like a fair cost)
2. The decision to restore to pre-broken leg ratings must be made no later than the day BEFORE the following TC (if a player breaks their leg in the 1983-84 season, you must submit payment for restoration no later than the day before the 1984-85 TC). Any declaration made after that day to restore ratings will be deemed invalid.
3. Once a decision is made to restore a player's potential, the commissioner will restore the ratings ASAP. The player will still miss time due to the injury. (So if a player breaks their leg in sim 1 and a GM submits payment for restoration, the commissioner will restore the ratings before sim 2 is run but the player will still miss time)
4. If a player suffers a broken leg before the All Star break paid training period AND a GM chooses to restore the ratings BEFORE the All Star Break paid training period, that player is no longer eligible for the All Star Break paid training.
5. If a player suffers a broken leg before the All Star Break paid training period AND a GM chooses to NOT restore the ratings BEFORE the All Star Break paid training period AND proceeds to do paid trainings during the All Star Break paid training period, that player is no longer eligible for ratings restoration
6. If a GM chooses to restore a player to pre-broken leg potentials ratings, they may not be eligible to train potentials in the next paid training season. (if someone breaks their leg in the 1983-84 season and a GM restores the ratings, then you can not train their potentials in the 1984-85 paid training period)
We think this is fair for people who want to restore ratings and for people who don't want to restore ratings. Willing to listen to any feedback but unless anybody has anything that shows this is not feasible, I will post this to a thread and that will be where we track who paid for any restorations.
