Point Fines For Not Following Procedure

A lot of the rules of PBSL are in place to make life easier for the Commissioner and the people who help this game run.

In the real NBA, teams can get fined/lose picks for breaking rules. I think we should implement a fine system for teams that do things that continuously and egregiously make things more of a pain in the ass for the commissioner. I don't think the fines would be ridiculous, maybe a point or two here or there after a warning or two. And I think new GMs should have a grace period before fines are enforced.

What we'd need to do is:
1. Decide on the menu of fineable offenses (what they are, how many warnings, what penalties are incurred)
2. Post the fineable offenses menu somewhere where any GM can easily look at it and figure out what things are in place to make life easier for inputting.
3. Keep track of who has committed the offenses and remove points from point bank (I volunteer to do this for free because I'd derive great joy out of this)

Point bank fraud
Egregious renames
