Jazz GM Situation

In the interest of league activity, I've made the decision that I'll allow Chad / Darth Vegito to take over as GM of the Jazz. With 26 teams in the league, it's important to have GMs who are able to fully participate to make the league flourish and keep things interesting.

I hope that Gary is able to return fully to GMing at some point in the future, and whenever he's 100% ready to go, there'll be a place for him here, whether it's taking over a team or getting an expansion team.

I would like to continue discussing guidelines for how to maximize GM activity by establishing policies for dealing with inactive GMs.
