Per the Skype chat, underclassmen don't declare until end of season, so really, this is just a flag of whether or not the player is a Sr.

It's weird because he wasn't a blue potential in the last draft, whereas now he is apparently? Either way, I assume he took a hit in TC, which is why he's o/o.
