Points for Proposition Voting

There hasn't been a truly codified process on this. Looking back historically, this has usually been between +2 and +4 points per season we've had propositions. For a while it was a pool of points split among voters. For a while it was flat. Sometimes it was +3. Sometimes it was +4. It's kind of been by commissioner fiat.

In the interest of making things less commissioner-fiat and more codified, and after careful consideration, this commissioner will do the following (leaving this open for subsequent changes by other commissioners) backdated to the 2016 offseason (since no points were awarded for votes cast that season):

1. There may not always be yearly propositions to vote on. The commissioner is expected to exercise discretion as the gatekeeper of what does and does not get voted on and may delay sending up a suggestion for a vote, particularly if the suggestion is still under discussion, vague (i.e., a complaint without a specific suggestion that would ameliorate the complaint), or just seems unnecessary (we're all "big boys" here but seriously - don't try to start making a bunch of suggestions in the hopes a bunch of propositions will be voted on so you can get points). As a general rule, unless there is an immediate, game-breaking problem with implementing the results of a proposition, a suggestion to change a rule voted on in a proposition (pass or fail) will probably not be put up to a vote a second time until several seasons have passed since the first proposition.

2. In years where there are propositions, points awarded for voting shall be 1 point per 2 propositions up for vote (rounded down).

3. The maximum number of points awarded for voting in propositions in any given season shall be 5 (in the unlikely event we have 12 or more propositions in a single offseason).

4. The commissioner does not vote on propositions except to break a tie (this has been my policy for a couple of seasons now - a tiebreaker process needs to be in place but voting AND having tiebreaker power essentially gives the commissioner two votes so I elect not to vote unless a tie must be broken); however, for the effort spent posting the propositions and monitoring the votes the commissioner is entitled to collect points as though he had voted.

All those who voted in the 2015-2016 Propositions (there were 4 of them) may collect 2 points.

All those who voted in the 2016-2017 Propositions (2 of them) may collect 1 point.
