2014-15 Proposition 10: Cuts during Unrestricted Free Agency

It was pointed out that sometimes teams cut UFA signings after Phase 1 or 2 after other teams have already submitted their bids for the next phase, meaning not all teams get a chance to put in bids on these "cut" players?

How shall we handle cuts during UFA? As usual with a "split vote" the "allow cuts/do not allow cuts" votes will be tallied separately from the "allow immediate bidding" or "wait one bid period."

The first question is, "will we allow teams to cut players during UFA?" If we "do not allow cuts" during UFA (remember, rosters can go up to 20 so you are rarely in danger of running out of roster spots), the second part of the question will be ignored.

If we do allow teams to cut players during UFA, the second part of the question is "do we allow other teams to submit bids immediately" or "do teams have to wait until a UFA phase has passed to bid on a cut player?"

For example, a player signed during Phase 1 of UFA is cut prior to Phase 2. If we allow teams to submit bids immediately, other teams may bid on him during Phase 2 of UFA. If we force teams to wait a Phase, nobody may sign the player until Phase 3 of UFA. A player cut after Phase 2 or 3 of UFA may not be signed until the Free-For-All signings post-Training Camp.
