If Proposition 1 fails, results for this will be ignored.
Voting "Yes" for this enters the expansion team in the lottery with the odds of winning a top pick as though they were the worst team in the league (i.e., 25%). Depending on how the lotto balls fall, they may end up with pick 1, 2, 3 (should they win one of those spots) or 4 (if not). This is the default FBB configuration.
Voting "No" for this means that if the expansion team receives a top-3 pick in the lottery when FBB runs the lottery, they will automatically be moved down to select at pick #4.
