Tiered Free For All

I'd like to propose a system change for the free for all system.

Currently the night of training camp we give everyone the same opportunity to sign free for all players and it's pretty much a who can press the button at the right time.

I'd like to propose a tiered system where the following would happen:

Team who finished in the following tiers get rights:
Bottom 5 teams get exclusive rights from 8-8:15
Bottom 10 teams get exclusive rights from 8:15-8:30
@ 8:30 all teams get equal ability to sign everyone

Let me throw another suggestion out there that tiers it even further - almost in waiver claim order.

The "effective time" of your post is increased by 3 minutes for each place you finished above 29th (so the worst team in the league adds 0, the 28th place team adds 3, the 27th place team adds 6 and so on up to the team with the best record adding 84 minutes).

If your team successfully signs one player, 90 minutes of effective time are added to the rest of your bids (so nobody gets 2 before everyone else has a chance at one).

Bids are processed in order of "effective time." In the case of a tie, the first bid actually posted (i.e., without added time) wins.

It's the nearest thing I can think of to allowing the team with the worst record first dibs.
