Details:
JNR-led HOF committee utilizing WigNosy's suggested procedures (see below)
-Each year every owner gets to make one nomination.
-The committee's job is to pare down the nominations to create a ballot with a manageable number of nominees for voting (say, no more than 10 nominees)
-Nominees due by all star break. Ballot is released during playoffs (gives non playoff teams something to do)
-Nominees on the ballot with over 75% yes votes get into the HOF
-Nominees on the ballot with over 50% yes votes (but under 75%) are automatically considered for next year's ballot ("free" nomination that doesn't cost any owner a yearly nomination).
-A player may be nominated multiple times (maybe there are 12 deserving guys but the ballot only holds 10. Those 2 nominated but left out of the ballot can be nominated again the following season.)
JNR has autonomy during 2 seasons to vet out procedures for HOF; after that, any changes to HOF procedures will go to league vote. (Voting yes will create a new League Responsibility Role o=f "Hall Of Fame Chairman")
Voting closes at final sim of post-season. Please post "VOTED" in thread once submitted. This is how we will track who has voted in polls for purpose of voting participation points. Must vote in all polls and must post "VOTED" in each thread to qualify for participation points.
