Just noting here what the actual NBA expansion rules are in case we wish to use them as a template. https://www.spotrac.com/news/_/id/2086/ ... raft-rules
In particular:
INITIAL DRAFT POSITION
Expansion teams are generally limited in their draft position in their "inaugural" year. In 1988, the Hornets and Heat were given picks 8 and 9. In 1989, the Wolves and Magic were given picks 10 and 11.
CAP HOLDS
Expansion teams don't get the full salary cap to work with in their inaugural years. Currently expansion teams are limited to 66.6% of the Cap in Year 1 and 80% of the cap in Year 2 (this used to be 80% and 90%). This could be simulated by way of a manually entered cap hold.
EXPANSION DRAFT
Each non-expansion team must expose at least one player to the expansion draft and may protect no more than 8 players. Each NBA team can only lose one player from their unprotected list. Once a player has been selected, the remaining players from that team are removed from eligibility to be selected.
