Suggestion: Board-Tracked Points System (and new position: Points Czar)

In order to make sure all points are tracked in a timely fashion and to prevent the issue of points being used for purposes they should not be, I would like to propose the following:

1. Implement the "Ultimate Points" PHPBB Extension - https://www.phpbb.com/community/viewtopic.php?t=2472311 - Note I am volunteering to do this install. All transactions are public record in this extension.

2. All points transfers for trades and other transactions will be done through the "Ultimate Points" add-in. In other words, if you include 6 points in a trade, you send the 6 points to the other owner by way of this extension.

3. When a trade includes points, the trade description should appear in the comments and the timestamp of the point transfer should appear in the trade thread to confirm points were sent.

4. A new forum account called the "League Bank" will be created. This will be used for official league business similar to the way "The Negotiator" is used for conducting Free Agency.

5. The "League Bank" will be assigned a large number of points (let's say one million points) and site admins may issue any number of points needed to the "League Bank" account ("printing cash") in the future.

6. Create a new League Responsibility, the "Points Czar." The "Points Czar" is responsible for actioning items 7 through 10 below and shall receive the same compensation as all other League Responsibilities.

7. The "Points Czar" is responsible for using the "League Bank" forum account to disburse points to GMs. This happens at the following times:
A. ONE TIME - When this system is implemented (issues 1 point for each 1 point currently in a team's "bank" thread) to convert from the old "words in forum post" system.
B. EACH SEASON #1 - Points are awarded for Pre-Season Press Conferences as determined by the Media Coordinator. This should be done within 48 hours of the Media Coordinator posting points claims.
C. EACH SEASON #2 - Following the All-Star Break Sim. Points are awarded for "Player Awards" as follows (reprinted from "Rules for Points" - viewtopic.php?t=14464).
  • Player Makes All-Star Team - 2 points
  • Player Wins All-Star MVP - 1 point
  • Player Participates in Dunk Contest or Three-Point Shootout - 1 point
  • Player wins Dunk Contest or Three-Point Shootout - 1 point
  • Player makes Rookie Sophomore game - 1 point (maximum per GM for this event)
D. EACH SEASON #3 - Following the End of the Regular Season. Points are awarded for "Player Awards" and team awards as follows:
  • Player Wins League MVP - 3 points
  • Player wins Defensive Player of the Year - 3 points
  • Player wins Rookie of the Year - 2 point
  • Player named by Computer as 6th Man of the Year - 2 points
  • Player named by Computer as Most Improved Player - 2 points
  • Computer names you GMOY: 3 points
  • Player Makes All-League First Team - 3 points
  • Player Makes All-League Second Team - 2 points
  • Player Makes All-League Third Team - 1 point
  • Player Makes All-Defense Team (First or Second Team) - 1 point
  • Player Makes All-Rookie Team (First or Second Team) - 1 point
  • Player finishes in the top 5 in Scoring, Rebounding, Assists, Steals, or Blocks - 1 point
  • Player leads league in one of the above categories - 1 point
  • Player finishes in the top 3 in FG%, 3%, or FT% - 1 point
  • Player averages a double-double for the season - 2 points
  • Team Wins Division - 2 points
  • Team makes Playoffs - 3 points
  • Team wins conference/gets bye in playoffs rd 1 - 3 points
  • Every 5 regular-season games won (round all fractions down) - 1 point
  • Regular Season Win Streak - Each team receives points equal to longest win streak during the regular season divided by two (round fractions down).
  • Regular Season Depth Chart Submissions (5 points minus 1 point per unexcused absence)
E. EACH SEASON #4 - Within 48 hours following the End of the Playoffs and the announcement of Voted-on Awards winners.
  • Team Wins Playoff Series - 4 points per series
  • Vote on Year-End Awards - 3 points
  • League Responsibility (e.g., Pick 'Em Coordinator) - up to 5 points per season
  • Player wins owners vote for 6th Man of the Year - 2 points
  • Player wins owners vote for Most Improved Player - 2 points
  • League votes you GMOY: 5 points
G. CONTINUOUS - Within 48 business hours following the Media Coordinator or Town Hall Coordinator awarding points for the following:
  • Media entry (League Article/Podcast) - up to 5 points each, maximum of 25 points per season
  • Town Hall entry - 1 point each
If the New Tax System Proposal is implemented, (see viewtopic.php?t=14607 ), Tax Redistribution Payments would be made at the same time as PreSeason Presser points are awarded.

8. The Points Czar is responsible for tracking Luxury Tax payments and noting who is under penalty for having unpaid taxes. Tax Bills shall be posted at the same time as points are awarded for the final time each season (within 48 hours of the end of the playoffs). Such bills shall be due immediately (not "prior to the start of the next FA") upon their posting. A new season shall not officially commence until this is complete (we know you all agree to deals and such in advance, you just can't officially execute them).

If the New Tax System Proposal is implemented, (see viewtopic.php?t=14607 ), the list of teams to receive Tax Redistribution Payments from the just-completed season would be publicized at the at the same time as the list of taxpayers is posted. If teams have unpaid Taxes at the start of the PreSeason, when Tax Redistribution Payments are to be made, a partial payment will be made to those teams, as oustanding Tax Bills are paid, partial payments commensurate with received Taxes shall be disbursed in subsequent PreSeasons.

9. Payment of Luxury Taxes shall be made directly to the "League Bank" forum account and the Points Czar shall update the list of outstanding tax payers in a timely fashion when these payments are received.

10. The Points Czar shall be responsible for publishing the table of Luxury Tax payments with up-to-date figures based on the new salary cap prior to the start of Free Agency each season.

I think while this is a great idea, it’s a little too expansive. The points czar, is a previously used position in PBSL. If I remember correctly, the role was to do more of point bank checking than it was distributing. I feel that the role could still do checking (since we’re all mostly adults here) and have the added responsibility of tax tracking if the commissioner is fine with that being a payable role instead of him doing it.

I think that the changing of the due payment to switch of the season is a good addition. Equally, are we doing a point redistribution? Was that voted on?

Finally, I like the idea of the point install. It could be a good new way to track stuff. Is it something that everyone can add subtract their banks or would it be just the banker? If so, maybe we still track our own points via our bank (like it’s a ledger) and the banker uses that ledger to distribute as needed?

Just the banker can add points to the system. That’s why a position is needed - someone has to be tasked with inserting them as they are earned.

Once they are added, anyone can transfer points to anyone else. So when I trade a player and 5 points to you for a pick, I tell the system “send 5 points” with a note “trade w/Celtics for pick 2” everyone can see the log entry and immediately see you have 5 more points and I have 5 fewer.

This also lets us display everyone’s point balances in real time in one screen instead of in 23 threads.

I considered using the points bank as a ledger and having the Czar distribute once per season (claim your points by the draft lottery or get zero) but decided we need one “source of truth” - in this case, replacing the forum threads with the Czar’s distributions (and then the board auto tracks everyone’s balances). If the threads are where everyone tracks points anyway, this system is redundant.

I'm probably not active enough to BE the Points Czar, but assuming we have a volunteer that could take the responsibility, I'm a big fan of this functionality.

I think this is utterly ridiculous tbh. We've never needed this. This was created out of harassment that was proven to be on false premise in the first place.

I have a great suggestion I'll be posting shortly.

I like the idea. I think anything that can be streamlined and more accessible to everyone is always a plus.
I'll also throw my hat in the ring to volunteer for the position. I stay fairly consistent with my points and am on the forum almost everyday. Whether I have the position or not; one recommendation I'd have is whoever distributes points, tag me or the czar account in their post. This would help with the possibility of missing a media post or such.

I like the idea of automating all of the points coming from the simputer.
If the numbers for wins, streaks, awards, etc can come out cleanly and transparently, I think it would be very helpful.
Points also come from Town Hall (I know because I print them) and Sim Vegas.
So as helpful as it sounds for everyone else, it may be a big ask for a Czar to add and report all the media points.

I, too, am a fan of automation. So long as there's good documentation for anyone to step into the points czar role when someone steps away, it's got my vote.

I'd hate for @Darth Vegito to get into any more easily avoidable tax trouble :lol:

I like the suggestion above that the Points Czar be tagged when media points are awarded.

That said, rather than make work for everyone else, I should make it clear here that I would volunteer for the role to begin, including creating documentation for successors and opening myself up to complaints when points aren't disbursed in a timely manner.

I think the automation aspect for most everyone else will be welcomed once we see it in action.

I’m still iffy on the extent of the job. I know wig is fine to do it now, but if he ever stoped doing this I wonder if it would become too much of a hassle for people to volunteer for (like how we struggle for Media coordinators) and think this should maybe be simplified some.

I hate counting my own bank, let alone having to do it for +20 teams.
