I think you're issues with FFA and the idea of eliminating round 3 are two different things and really shouldn't be talked about in the same thread. Especially since honestly eliminating a round of FA probably hurts the group of people your talking about. Especially since your fix is essentially creating a fourth round (bc of the lists) or keeping round 3 and adding tiers to it, which I don't see a reason to do either honestly.
To at least a few of xists points:
Creating a more exciting FFA: I don't really see it as that, but closer to what Logan sees it as. FFA is great, on the condition that you can be at a computer at a certain time. And that there are no distractions. And that someone else didn't pick your guy. And that you put it all in right.
On that note, what would you do about contracts? There are still guys getting multiple year deals, but if you're eliminating a round of FA do you just restrict everyone to one year mins? Do you give it to whatever contract goes up first? Do you completely eliminate the FA's choice in the matter? I think this is a big issue that you're not really thinking about.
The thing about FFA is that while it's not a perfect system, there's only at most a handful of guys anyone wants since most are gone by then. If we eliminate round 3, teams would all be trying to fill up multiple spots on their teams at the same time which id imagine would be more frustrating then anything. Chaos isn't really fun and neither would trying to sort through it.
Only scrubs
At a certain point that's what it's gonna be. However for a lot of teams in round 3, they're still trying to fill up 4 or 5 spots and at the end of the day those scrubs need a home.
Quickening the offseason
My favorite point, mostly because if this is the main argument for why it should be eliminated, it's not worth it. The offseason schedule has been designed and is aiming to be fit within a week. This starts with the draft beginning on a Monday and ending with sim one on the following Monday. Once again this is by design. It's why last season had such a lull between finals game and the draft. It's given the league a target day to reset and I'm ok with that structure honestly

However, if that is not optimal, then we can look at removing some of the dead days inbetween FA and TC or between rounds of FA. The problem with the schedule is that draft speed is NEVER predictable. Sometimes it's 1 day, sometimes it's 2 days. And sadly, the draft is what drives the schedule.
As for FA 3 being eliminated, I don't think that really is an option. But we'll work on moving things along faster next off-season to get things going along quicker.
Preseason presser: That's not a bad idea. I know some people like to wait it out until their rosters are pretty formed, but opening it up to Preseason Presser season earlier may be better. Preseason presser: Maybe "allow" / encourage it to be done anytime in the offseason and up until the DC deadline for first Sim. This will allow some directed shit talking to distract from dead time and allow some dead time to used to eliminate dead time... Spackle in the dead space with pressers. Darth could potentially have held his presser early, for example, and things may have been a little more "palatable" for those craving action.
Deadtime: Dead time is necessary to do work, plan, do deals, and take a break.
Early start: can some legwork be done during the playoffs? Lottery? Not sure due to season change / software limitations.
FA: Is it possible to do the rookie training in parallel with first FA, TC with second FA, and third with paid trainings and prior to preseason, and FFA before first DC. Let people react to their team changes, how their preseason goes.
I may have the schedule wonky, but see if you can smelllllllllalalalalala what the doc is cooking.
