I like the direction of this post. Finding tools to weaken the top of the league and strengthen the bottom would make for a most interesting league. Maybe, higher taxes or you can't sign your own players if you have unpaid taxes. All good ideas except for #4. Unless you significantly nerf training player. The tax system is broken. Teams having over 100 points in unpaid taxes is part of it. Hell anything over 60 is ridiculous and then add to it being over $60-$100+ million over in salary. The whole thing needs to be reworked.
