S42 - Prop 1A - Contraction Draft vs. Free Agency

In anticipation of prop 1 passing (11-0 unanimous vote at the time), I'd like to get started with another poll.
Once the league is contracted, how do we divide up players and picks?
Our two main options:
1. Contraction Draft - All players with guaranteed contracts and any future picks traded to teams up for contraction by non-contracting teams (e.g. the Bobcats have the 2032 Wizards and Nuggets 1sts and the Trailblazers have the 2032 Pacers and 2034 Nuggets 1sts), and the option to pass will be eligible for a contraction draft that takes place between the seasons changing over.
I imagine that:
1. All non-guaranteed contracts (including expiring RFAs) would go directly to UFA.
2. All contracted draft picks would be dissolved.
3. All points banks would be closed. I don't see a compelling reason to distribute points since they're imaginary.
There are enough of these players and picks for more than 1 round, but not 2 full rounds. For simplicity's sake, I'd like to just go one round and void all contracts that don't get picked.
If this option is selected, we'd need to develop a mechanism to determine the draft order. Here are the options I'm considering right now (I'm open to more).
1. We go by record. This just doubles up the benefit of tanking for one year.
2. We go completely random.
3. We do a silent "bid" for draft order. How this would work is that GM1, GM2, and GM3 (and so on...) can bid any amount of points in their point bank for the best spot. These points get deducted from the point bank regardless of where they land in the draft order. Ties are decided by record.
We'd also need to decide whether a team that's over the cap can draft a contract...or if they need the cap space to take on a contract.
Finally, we'd need to decide how the playoffs and draft lottery would work with fewer teams. That will be discussed later.

All players' contracts are voided and they enter free agency. This is a less hairy option. We would need to decide what happens with the 4 picks (2032&2034 Nuggets, 2032 Pacers, 2032 Wizards). Perhaps the silent "bid" option would work here, too.
