2001 Proposition #11: Remove Trade Restriction on Re-Signs

Currently, any player acquired in off-season must wait until Dec 15 in game before being trade eligible. Exception is a sign-and-trade, where a player may be re-signed by his previous team and then traded "immediately" to the recipient of the trade. "Immediately" is defined as "trade must be posted PRIOR TO THE NEXT FA SIM/OFF-SEASON ACTIVITY SIM".
Proposal: If you re-sign a player that played for you in the previous season, that player may be eligible for trade immediately, throughout off-season, preseason, sims 1 and 2, and beyond (immune to the Dec 15 trade restriction).
