2018-2019 Proposition 11: Salary Floor (tie to TC Insurance)

It has been proposed that in order to qualify for Free TC Insurance, a team must meet one of the following criteria:
1. Have its taxable salary at the trade deadline be at least 90% of the salary cap.
- OR -
2. Be delinquent on prior years' tax payments at the trade deadline (team would have been prohibited from signing players to more than the vet min during free agency, which makes it extremely difficult to salary up to 90% of the cap).
A "Yes" vote adds this restriction to eligibility (a team must meet one of the two requirements outlined above to use TC Insurance the following off-season; if it did not meet one of these two requirements, it may not use TC Insurance at all).
A "No" vote means all teams have the ability to use TC Insurance (i.e., no salary floor).
