2018-2019 Proposition 9: Luxury Tax Apron Raise

This proposal is dependent on Prop 8 (viewtopic.php?f=38&t=6001) passing. If Prop 8 does not pass, the results of this proposal will be ignored.

Two numbers have been proposed for the amount of the luxury tax apron raise in the event Prop 8 is successful. The first amount proposed was 110% of the cap (the current 1.5% apron plus the 8.5% MLE). The second amount proposed was 120% of the cap (allowing a multi-year MLE to be a "use twice in four seasons without penalty" option instead of a "use once in four seasons" option).
If the 10% apron is selected, the apron will be adjusted to 110% of the cap in 2019 with no further increases.
If the 20% apron is selected, the apron will be phased in - it will adjusted to 110% of the cap in 2019 and adjusted again to 120% of the cap in 2020.
