GMs Changing Teams

We really haven't had an official policy for GMs changing teams. The unofficial policy has been for a GM to retire and return after a season... but if a team has been open for a while and a GM is interested in taking the wheel, I see no reason to force someone to step away from the league for a season (creating an unneeded vacancy) before allowing them to take the team they are interested in (and with no guarantee the team they want will be there when they come back from their year hiatus). I can think of a number of legitimate reasons for a GM to be interested in moving (for example, your favorite real-life team has opened up). On the other hand, having long-term continuity with teams is good for the league - it's not good for a GM to be bouncing from team to team every season. So with that in mind, here's a suggestion to allow GMs to change teams without forcing them to step away for a season.

FBB PROCESS:

Team changes will be processed in FBB between the "End Season" button and the "Draft Lotto" button by having a GM "resign" from his current team and then be "hired" by the new team.

ELIGIBILITY:

A GM must have at least 10 seasons of tenure with his current team to be eligible to change teams (to ensure long-term stability).

A GM with an outstanding luxury tax bill is not permitted to change teams.

GMs must declare their intent to change teams in the League Chat forum between the Trade Deadline and end of the Regular Season. The move is processed the following offseason (see FBB Process above).

MECHANISM A: DIRECT TEAM SWAP

If two eligible GMs wish to do so, both may declare their intent to "swap teams."

Each GM moves to his new team. Points, Rosters, and draft picks remain with the team, not the GM.

MECHANISM B: MOVING INTO AN OPEN TEAM

Only teams that have been continuously "open" (i.e., controlled by stewards) since the start of the regular season are eligible to be "moved into."

If multiple GMs declare intent to move to an open team, a vote will be set up during the playoffs. One of the voting options will be "none of the above." Whichever option gets the most votes (even if that option does not receive 50% of the total votes cast) will be the winner.

If "none of the above" is the winner, nothing changes.

If only one GM declares intent to move or if a GM wins the vote, that GM will "resign" with his current team and "hired" by the new team (see FBB Process above).

Points, Rosters, and draft picks remain with the team, not the GM.

The GM's old team will be placed under steward control until such time as a new GM comes forward. The team will be eligible for a new GM to move into it in turn the following season.

NOTE:

Since voting occurs during the playoffs this season, and the cutoff for intent to move is the end of the regular season, no teams would be eligible for changing GMs in the upcoming offseason. The first opportunity to declare would be the trade deadline of the 2019-2020 season (aka Season 30).

Personally I do not like this. I didn't like several GMs moving from the West to the East (miss you guys), wasn't a huge fan of breaking up the divisions even though it was needed to fit the Bobcats, and as a competitive GM I'm upset that I'm the only active GM in my division. I always said competition brings out the best in teams and this is where the Pacific is:

Suns - Messi is consistent and I appreciate that he takes care of his team
Warriors - bow may or may not be back, team has been absent for 2 seasons by request
Lakers - stewards running this team but Tray wasn't that active anyways
Clippers - not sure where trill is
Kings - me

I'm the first one to openly wish a GM or two could transfer over to the division, but not at the expense of making another team empty in another division.

I missed this convo apparently

Just want to throw out an example--
Lets say that I wanted to switch to one of those vacant Pacific teams. Ive been at my current club forever and we are financially flexible + all picks, everythings great. Why shouldn't I be able to switch jobs? Rather than having to "retire" and come back a year later.
