PROBLEM: Our current waiver claim system and Free-For-All free agency prioritizes those who can be online at exactly the correct time (8 pm CST). The real NBA prioritizes waivers based on inverse team record. In addition, especially during the "Free-For-All," it is possible for a team to stock up on cheap, desirable talent if they are online at the right time.
PROPOSED SOLUTION: Revise the Waiver process and treat Free For All Free Agency as a waiver period as follows (this would repeal and replace the "Cheeks and Fleming Act of 1995")
1. RE-BRAND "FREE-FOR-ALL FREE AGENCY"
"Free For All Free Agency" shall be renamed "Post-Training Camp Waiver Claims" - this is a cosmetic change but will hopefully emphasize and unify the process.
2. WAIVER CLAIMS WILL BE MADE VIA PM
Waiver claims are to be submitted via PM to the Negotiator. Should a team attempt to claim multiple players by the same deadline (e.g., Post-Training Camp Waiver Claims") the team should indicate the order of priority the players should be processed in. If a team does not specify an order of priority, priority shall be assigned based on:
* First, the earliest PM received
* Second, if multiple names appear in a single PM, the order in which names are listed in the PM
3. WAIVER CLAIMS DEADLINE
The deadline for submissions to be considered shall be the first time 8 pm Central arrives once 24 hours have elapsed from the time of the cut. In the case of Free For All Free agency, the deadline shall be 8 pm Central on the day following the day Training Camp is processed (since TC is scheduled for 5 pm, this will usually align with the "first 8 pm Central to arrive once 24 hours have elapsed from the time of the cut" though could be earlier if for some reason TC processing was delayed more than 3 hours).
4. WAIVER PRIORITIZATION
Teams attempting a waiver claim will have their waiver claims prioritized as follows:
* Teams shall be given waiver priority in reverse order of their record at the time of waiver processing (or, the prior season, in case of Post-TC Waiver Claims). In other words, worst teams get first dibs. During the offseason (Post-TC Waiver Claims) the team's record the previous season is used instead.
* In the case of two teams with a tied record, the team who submitted their PM first shall be given priority.
* Players are signed one at a time, not in bunches by team. As soon as a team signs a single player, that team is "moved to the back of the line" - in other words, no team may sign a second player until every team has had a chance to claim their first player. No team may sign a third player until every team has had a chance to claim a second player, and so on (mostly applicable in Post-TC Waver Claims).
5. CLEARING WAIVERS
If no PMs are submitted attempting to claim a player before the Waiver Claim deadline, an inputter will add a post "cleared waivers" to the player's "release" thread (likely to be a separate and distinct post from the "processed" post). Once the "cleared waiver" post is made, the player may be claimed as a Free Agent by any team in a first-come, first-served process. For Post-TC Waiver Claims, an announcement will be made in an appropriate place (probably the TC thread) that all free agents have cleared waivers.
EXAMPLE 1:
Teams A, B, and C submit waiver claims on Player X.
Assuming Team B has the worst record among Teams A, B, and C, the result is that Team B claims Player X. (By virtue of the first step of prioritization)
Assuming Teams B and C are tied for the worst record but Team C submitted their claim (PM) first, the result is that Team C claims Player X. (By virtue of the second step of prioritization)
EXAMPLE 2:
Teams A, B, and C submit waiver claims on Player Y and name him their highest priority.
Teams B and C also submit waiver claims on Player Z.
Assume Team C has the worst record among the three teams, followed by Team A, and Team B has the best record. Since Team C has the worst record, they claim Player Y and then move to the back of the priority line. Since Player Y is no longer available, Team A, next in priority, has no one left on their list and claims no one. Team B then claims Player Z since they are next in priority and moves to the back of the priority line. Team C is now up again but with no players left to claim, they do not claim a second player.
I not only agree with this but think it needs to extend to in season pickups. I think we’ve seen 1 person get every significant free agent in season. Which, kudos to them, but its not exactly fair because others aren’t going to be on at the same time. I dont think its the biggest issue in the world but i do think it needs to change.

I don't believe this is necessary. The commissioner is ultimately responsibility for implementation of league rules and has power to delegate by creating new positions of responsibility.
