2016 RFA Results (Match/Decline/S&T Thread)

Index updated http://pbsl.ijbl.net as though the signings below (prior to incumbent matches) had been made.

The "incumbent team" (the team that chose to accept a cap hold to retain restricted rights) has until Wednesday 8/16/2017 at 5 pm CENTRAL to do one of the following three options by posting in this thread. The poster should note which player they are making the choice on. Choices may be edited and changed until the deadline, when the thread will be locked.

OPTION ONE - "ACCEPT"

The incumbent team chooses to match the winning bid. The player remains with his incumbent team and the contract is transferred to the incumbent team. The original "winning team" gets nothing (other than getting their cap space back for regular free agency). The player may not be traded for a full year (i.e., until after the next RFA period),

If the incumbent team submitted the winning bid this option is automatically the option selected (and the player is not eligible to be traded for a full year).

OPTION TWO - "DECLINE"

The incumbent team chooses not to match the winning bid. The player moves to the team that signed him and the incumbent team receives no compensation. The player may not be traded for a full year (i.e., until after the next RFA period).

This is considered the default option if the player signed with a team other than the incumbent team, there is no finalized trade thread with both owners' approval, and no other post is made in this thread by the deadline.

OPTION THREE - "SIGN AND TRADE"

The incumbent team may choose to negotiate a trade with the team that submitted the winning bid. The trade must be legal (i.e., cannot violate salary cap rules and cannot involve players that were traded during the draft as they have not been on the squad for 60 days).

Both parties must post consent to the trade in the Finalized Trade Forum prior to the deadline to choose to accept, decline, or sign and trade. Once both teams have posted in the Finalized Trade Forum, either team may post (and one team SHOULD post) "Sign and Trade" in the RFA Choice thread and link to the Finalized Trade thread to help the staff find it. The Finalized Trade thread's timestamps (both owners approvals) will be the determinant as to whether or not the trade made the deadline, not the timestamp of the post in the RFA choice thread (for those of you cutting it close).

The Restricted Free Agent cannot be traded for one full year following this "Sign and Trade." Any other players that happen to be involved in a Sign & Trade may be traded after 60 days as normal.

A posted Finalized Trade thread with both parties' approval trumps both "Accept" and "Decline" posts made in this thread.

I understand it's my fault for not digging deeper but I checked this years lux tax bills thread. I was not on it. There was no mention there of delinquent status. I've had my bids in since yesterday at 12:20pm. In the RFA the Celtics were no where listed as being unable to bid. I only use the active topics thread apparently there's a separate master thread that I'm listed on that is probably on page 23 of the active threads. I have 24 points in my bank does common sense not prevail to deduct 10 points from my 24 and enter my bids? Or to pm me minutes before bids are due saying mine are invalid.

Would seem like a helpful place to me to put it but whatever. I wasn't around when the bill was there have tried to be around lately. Doubt this was the spirit of the rule but thanks for the response it was a good question, wish I had a better answer.

There is an Announcement (even more than a Sticky) that keeps the Master List of delinquent tax bills (viewtopic.php?f=15&t=2468) as the very first post in the Point System forum. Every Season's RFA Exercise Rights thread comes with a link to the Master Tax List near the top of the thread and a reminder that teams need to pay their bills to exercise RFA Rights (e.g., viewtopic.php?f=31&t=4929). Every Season's Player List and Bid Restrictions states in red letters that teams need to pay their tax bills. I put reminders everywhere I can think to.

Per the Luxury Tax Rules and Penalties thread (viewtopic.php?f=15&t=665) "it is your responsibility to remove the points from your bank by that current FA period." It is not the responsibility of the league office to track bills down and pay bills for an owner. Because it is each owner's responsibility to pay, the precedent has been to deny an attempted move on grounds of unpaid tax, even if the owner has the points available to pay the tax (most recently in 2014 when the Kings tried to exercise rights on Greg Monroe without paying the tax (see viewtopic.php?f=31&t=4237).

It sucks being the ogre that has to be the one enforcing the rules but the bids weren't legal due to unpaid taxes. And when an illegal bid is pointed out, we wind up having to re-sim (which happened last season). While it would be nice if I had enough time to check everything well in advance and send reminders individually to those that need to pay their taxes, unfortunately the fact is I don't have all the time I would like to do so (which is why I put general reminders out everywhere I can think to). I hate when the tax bogeyman has to be invoked but I guess the best I can hope for is that something good comes out of this and people decide to keep on top of their taxes and pay them as soon as the thread is posted (when they have the points to do so) so this doesn't happen again to anyone. :(
