And he thinks it because Commissionerson said he could not sign Boykins in the playoffs. Season before last.

I am assuming the active roster min gives an exception, but the Bullets aren't there.

So, yeah, I assumed this was due to the Wizards needing to have 8 healthy players on the roster, but he has more than that, so...
