I'm going unconventional here.
Casey and his Mavericks.
Yes, the Mavericks missed the playoffs by a game and they built a team that plays 0 defense, which was their downfall.
However, there's a few things I liked about the work that they did this season. One was the Canfield deal. It didn't end up working, but it was a great attempt at fixing their biggest needs showing that they recognize their short-comings. They also were incredibly active and unafraid of taking chances and learning from their successes and failures through the season.
Early in sim league, it's all about trial and error and evolving. And activity. They got talent where they needed, shaved salary at times, wrote an article and did their best to gameplan.
I'm confident their failures now will ultimately lead to success do its still a positive season to build from.

I'm going to nominate RPF of the Nets for GMOY.
He pushed in his chips this year and got Saddiq Bey from the Bucks in what should hands down be the trade of the year. Going into the season, his team was built to compete, but was lacking some of the firepower to get it all, especially for the cap hit. Ware was still too young and foul prone, and it is rare to see someone sacrifice a b/p rookie contract guy for the good of the team, but that's what Ed did.
Of course, it's not the only move Ed made to bolster his club. He grabbed Robert Sandoval and Chris Jackson, two strong role players, to help solidify his core of Bey, Caruso, and Andrews. While the trades didn't come late enough in the season to catch the Jazz, there's no doubt in my mind that the Nets are the only other championship contender in the Alpha division, and they have the Lakers' number in the regular season, handing the Lake Show 3 out of their 11 losses.

Because Doug deleted his noms, I will nominate Panda for him.
Everyone loves Panda. Panda loves everyone. Even Doug! And i think with a team as good as Panda's, he needs to be in the conversation of GMOTY.
When no one else would trade for Mason Dixon, Panda did, and for insanely good value. As hard as Doug tried to sell Dixon all season, Panda out-Doug'd Doug and got Mason Dixon for less than he's probably worth. For the kind of hole he filled on the Nuggets team, left vacant by releasing Kevon Looney to start the season, it was a GMOTY move. Panda's a very new GM here making a serious title run, and I'm surprised Doug hasn't nominated him yet.
That said I'm still voting LTS (love you though Panda
)

digiskunk - Utah Jazz
The Utah Jazz flipped the switch after logging back into the league on Day 60 and submitting "Jazz recommend". They soon took over the division lead from the Sacramento Kings and despite Brooklyn/Boston's best efforts, the Jazz never looked back. This is an incredible feat for a team that cannot even pay its own tax bill and GM digiskunk should be proud. The Jazz have several great defenders and they will make sure to prove to the league their #2 finish was no fluke this season.

I’ve never done this before as I’m a first year GM. Since I’ve been a player (I’m not a player I just crush a lot ) majority my whole life. Going from Bojangles regional manager to Nuggets GM. It’s been quite a road for me and my 10 cats but we finally made it.
But, enough about me and my 10 cats (all named Cher) I would like to nominate someone that found a way into my heart through my back door of friendship this year.
I would like to nominate the man, the myth, my angel DOUG as GM of the year.
I’m naming my 11th cat after you Doug. You beautiful beautiful man.

This feels a lil CRAZY (don't worry, feel that way often), but after all those entries I'll accept the free money.
I'm nominating The Mamba for GMOTY.
Did we all forget the forgone conclusion of his three-peat?
The roster is ridiculous.
And it was created by a series of patient moves to get incrementally better and the patience to not push in too early.
He coveted the right pieces, and negotiated positive net gain for the others.
Best record in the league and favorite for the Ship.
Easy Call
