Point Bank Standardization Rules

One thing I think has been a problem for a real long time is point bank accuracy. We go mostly by the honor system, and I don't think anyone's doing anything intentionally, but in checking banks for trades, trainings, and taxes over the seasons, there are some banking methods that make it a whole lot harder to figure out what's actually going on with the banks. In tracebacks of banks that are unclear, I've found accounting practices that could be off by--at this point--up to triple digit inconsistencies over the years. That could be because of rule changes before my time that I can't account for, potential backpay upon implementation of the modern point system, or a number of other reasons. However, this proposal would make everyone's bank more accurate and accountable.
1) A current balance and ending balance must be at the beginning and end of every thread.
The biggest problems I've seen come from folks who tally their points and update (or don't update) the original post in the thread (which is they only place they keep their total). There are several GMs who use this approach whose current totals in the original posts don't appear to have been edited in a long time. This could be a bug in the board code, too, but either way, it makes accountability impossible.
2) No post in a point bank thread should cover over one season
It'd be pretty annoying if there were new posts with every entry in a point bank. It's easier if there's a starting balance (that can be traced back in previous posts), and then all points accrued up to that point in the season (can edit the post to add new ones), and an ending balance.
Example:
S59 Starting Balance: 50
+4, 21 wins
+2, Johnny Basketball Makes All Star Team
+9, Article about some garbage
-12, Johnny Basketball ASB training
+3, Make Playoffs
+4, Win 1 Playoff Series
-20, Tax
