S58 Time Shift

No major in-game rules up for debate this off-season, but I am bringing up shifting sim deadlines up an hour, if it works for everyone else. This is most definitely a selfish proposal. I usually get home from work at around 4-415pm Eastern, and so it really throws my day off when I have things to do on sim days to have to wait around until 6pm to run things. It would make my sim life easier if I could run it quickly after getting home.
But this is not a rule I want to just implement since I know many of you are in the Central time zone and this schedule benefits you all.
So, I can obviously make the current schedule continue to work, but I had to ask!
