The "60 day trade" rule has been enabled in game since the league's inception. This means:
1. COOLING PERIOD FOR OFF-SEASON ACQUISITIONS
Players new to your team in the off-season (i.e., players you traded for or players that joined your team via signing with you in free agency) may not be traded until after the game calendar passes December 15. This cooling period does *not* apply to players your team drafted in the rookie draft (who can be traded immediately).
2. COOLING PERIOD FOR NEW ACQUISITIONS
When you acquire a player via trade, you may not trade that player until 60 days have elapsed in game. This applies only to players, not draft picks (i.e., you can flip a draft pick seconds after you get it).
Note:
Due to the way our sims happen to fall, for all intents and purposes, this generally means that a player acquired after the second or third sim of the regular season cannot be traded for the rest of that season (because the trade deadline will fall before 60 days have elapsed). So acquiring a player to flip him for another asset at the trade deadline must be done in the off-season or early in the regular season.
In-season free agent acquisitions may or may not be tradeable (i.e., sign a guy from the free agent pool for the sole purpose of getting salaries to match in a trade or something), I don't think it's come up yet that we've had to check.
