It has been proposed that we add to Free Agency the Mid-Level Exception, which will be set at a value of 8.5% of the salary cap when first introduced and will rise at the same level the cap rises thereafter and at the same time increase the luxury tax "apron" from 1.5% of the cap to a larger number (exact amount to be determined by Prop 9).
If adopted, the MLE and the new luxury tax apron amount would be implemented beginning in the 2019 season.
