Instead of "first to post after 8 pm" the waiver claim process (including what we used to call free-for-all Free Agency) would be done on a true "Waiver Wire" basis where multiple teams may submit claims via PM and the claims are prioritized in inverse order of record with no team getting a chance to claim two players before every team has had a chance to claim one.
Voting will be open for 5 days so we can run a second round of propositions with knowledge of results of the first set.
