Whether or not trading with Chad to entice him to pick a player will be legal is subject to the results of Prop #2 (as of this writing, too close to call at 11-11).
If Prop #2 fails, then no, it is not legal.
If Prop #2 succeeds, then it would be legal to do so. A pre-expansion trade might look like this (either would be legal).

OR
The Hawks send 10 points to the Bobcats in consideration for the Bobcats agreeing TO Jeff Adrien in the expansion draft.
This makes it obvious why the Bobcats are receiving points and "locks" the player in either as staying with his current team or moving to the Bobcats.
