We should probably institute some kind of penalties (points?) for rule violations so that dumb GMs don't just forget things like the RFA year-long no-trade rule and the RFA trade moratorium.

Actually I'm serious. Okay, this time was a legitimate mistake, no trying to skirt around the rules. But going forward, this is something we might want to think about doing, otherwise why have these rules at all? With the year-long no-trade RFA rule, it's fine to just say, "No, you can't do this now, you'll have to wait" because if you try to do that during the regular season, having to wait until it's legal (if the other GM even agrees to wait that long) is punishment enough. But for the RFA moratorium, wasn't it put in place to prevent slipping around contracts and such?
Thoughts on prohibiting non-RFA-related trades during RFA (specifically the Match/Decline/Sign-and-Trade period)? Last season, prior to declining to accepting Jalen Rose (and after declining Brian Grant), I conducted 2 trades with outside teams sending out a draft pick in 1 for a player and taking on a smaller salary and sending out a larger prior to accepting Jalen Rose. The general consensus at the time was that the cap holds expired after the bidding process ends and players are technically on the books for the external teams' cap until the offer is matched/declined. This would allow the matching team to acquire external salary prior to possibly going over the cap by matching. But it also allows teams to pursue a replacement for their player that signed another team's offer sheet. With the current set up and understanding, there is no rule against this.  However, we said it would be brought up to possibly put a moratorium on non-sign-and-trade trades during the match/decline process for next (upcoming) off-season. This is me bringing it up for discussion. Will vote yay or nay during the playoffs.
So if that's the case, then it's probably a good idea to put some guidelines in place.
