Anti-Tanking Proposal

Background When you're at the bottom of the league during the season, it can get a little boring, so you start to look at other teams in the bottom of the league. You start to notice things that they're doing and it can get testy if brought up. I'm proposing something that i believe is entertaining and helps to curb potential tanking.
Rule: Have 4-6 teams that are at the bottom of the standings insert the team next to them's DC for the final (or final two) sims. 29th and 28th worst teams insert for each other, 27th and 26th, and 25th and 24th. For ezample this sim the Bucks would set my teams DC, I would set theirs, etc etc
Potential Issues (with potential solutions)
Rookies not hitting threshold for extra training: Have rookies on the same amount of minutes as previous DC if necessary
Players being at risk if set to play entire game: Cannot set a player above 35 minutes
Teams with multiple selections in a row: Flip around order if necessary.
Person to oversee the "competition": I'd be more than willing.
TL;DR Teams at the bottom of the league set each others final DCs to curb tanking.
As it was the last team i proposed a new rule that benefitted me, i would like to alsopropose that i be subject to the rule know and am totally willing to allow the Bucks GM to insert my DC if i be allowed to do theirs as we are seperated by a coinflip currently. I feel like it'd be an interesting trial run on an idea that would benefit the league and drum up interest one final time for the bottom of the league before the offseason

How do you draw a hard line at where to stop? say 4 teams. What if teams in position 4-7 all have the same record? Same with 6 teams, what if 6-8 or 6-9 have the same record. At what point do you draw the line?
Also, if a team has a young player that they want to sit out on IR the last sim, it should be their prerogative to do so. Why risk playing a franchise cornerstone type players 30+ minutes in a meaningless game and he gets a broken leg? (there is almost ALWAYS a serious/broken leg injury in the last sim) I get what you are trying to do, but there is nothing wrong with future preservation.
Playoff teams can rest players during the last sim to save from injury, but what about tanking by an 8th seed? Let's say one conference is extremely top heavy. Playoff Spots 5-8 are all well below .500. 8th seed in other conf could be the 5th seed in that conf. Let's say that that 8th seed is a .5 back from #13 in the draft lotto. Whats to stop a playoff team from tanking their last sim and setting themselves up for Pick 13 over Pick 17 in the draft (Assuming Draft is 13 players deep then steep fall off). All hypotheticals, but are we going to police this as well?

Oh it's all arbitrary that's why I left it open. I wouldn't mind setting all lotto teams on recommended for the last two sims, but I don't think anyone's trying to tank for 7th pick. This is strictly to help staunch the tanking for the top spot. Figured this keeps it interesting. I don't see an issue using the preview for 1-4 but if that's an issue, random draws for those teams "in contention" for this seems fair

I'm pretty sure sitting young players the last sim of the season has never been a thing. These are the types of moves that would cause teams to get Tankinng Warnings previously. What's the difference between then and now? Also if you do this, isn't this the behavior that any type of anti tanking legislation would be trying to prevent? Seems to be a non issue

Irrelevant for this rule proposal. Strictly trying to curb the season long tanking for the top spot.

Have people not done the IRing young players in the past to make sure they don't get injured? I Mean I personally haven't, but in years past when I was more active in inputting I thought I had seen it. But maybe it didn't happen to the extent I'm imagining. If it didn't nevermind then on this point.
All in all, it comes down rather having my own fate decided by myself. If I win out, so be it. If I don't, I don't. It's funny that the people proposing this and supporting (see: Skype) are the ones that have been eye-fukcing my DC all season. Tanking in ANY which way/shape/form will happen, no matter how hard you try to stop it. Stop cherry-picking years when you want to enforce tanking rules.

Right, having "you" decide "your" own fate is what this is addressing. Of course anyone that wants to tank for the top spot doesn't want that to be affected. I don't see that as a viable reason to not try to discourage it a bit.

Oh I'm not claiming this will stop it in the least. If I led you to believe that I apologize.
If a team is purposefully built bad, a great DC will only do so much. That's not the type of team this rule would hurt. This would only hurt any team with a GM who would consider IRing rookies to save them from injuries in the last sim.
I'm not sure how trying to set up a new standard to alter this is cherry picking. We haven't had a good way to deal with this and I'm not even saying that this particular idea is. But I'm not sure if that's a great reason to not try stem the issue.
This simply started as what I thought was a fun silly idea between you and me, but after you declined it kind of stuck with me and fleshing it out as a an anti-tank measure seemed to be the natural course.

Just a suggestion for a tweak to address the "where's the cutoff?"
It seems to make the most sense to me to make the cutoff once a team has no chance to make the playoffs.
