2013-14 Proposition 4: (Training) Caps on Potential

This vote may modify the system presented Prop 3; if that fails, the results from this will be ignored.
As originally proposed, the new Training System would allow potential to be raised as high as 100 (if raised from a current potential of 80). Note also that current ratings may not be trained above 80. Note ALSO that there is no way to tell from the HTML output what a player's current potential score is exactly, only his letter grade.
This will be run in an "instant runoff" manner. Please vote for the LOWEST maximum potential you feel should be allowed. When tallying the votes, if the lowest option does not have at least half the votes, its total will be added to the next lowest option and the process will be repeated until at least half the votes are for capping at that number or below. (i.e., if 85 does not have 50% of the vote, its votes will be added to 90. If 90 then has 50% of the vote, the cap will be at 90. If 90 still doesn't have 50% of the vote, its votes will be added to 95. If 95 then has 50% of the vote, the cap will be 95. If 95 STILL doesn't have 50% of the vote, it means 100 won outright anyway).
