2012-2013 Proposition 5: Paid Trainings (Fouls)

As requested, this proposal was "broken off" from the remainder of the Paid Trainings Proposal (which probably needs more discussion).
A vote in favor of this proposal adds "Personal Foul Training" as a Paid Training Option at a cost of 12 league points to increase a player's (hidden) foul rating by 5 points (makes him less foul-prone). Only players that averaged at least 3 fouls per game the previous season (or current season in the case of all-star trainings) are eligible for this training.
The total Yes/No votes will determine if this proposal passes.
If it passes the total "counts toward 3 trainings" votes will determine whether or not it counts toward the current limit of 3 paid trainings.
