To be clear for future reference: Being under the apron means no tax is billed and no repeaters years are accrued, but does it also reset tax-year-count?

Using the Magic as an example, if they stand pat, will they go back to not being a potential repeater?

That is correct. If a team is under the apron, it is not counted as a "taxpaying team" and resets the tax year count.
